EU’s New Security Playbook for Below-Threshold Threats | Irvine News

Europe is racing to build a new security framework, modeled after NATO, to tackle rising threats like drone strikes, sabotage, and cyberattacks that fall short of full-scale war but still pose serious risks—many blamed on Russia. Recent incidents from Germany to Lithuania, including a historic drone shoot-down by Italian jets over EU airspace, underscore the urgency. The plan? A unified response playbook under a “below threshold” threat protocol, akin to NATO’s Article Four, designed to deter escalation without triggering Article Five. Plus, the EU is eyeing a broader European Security Council to include key global partners like Britain, Canada, and Ukraine for deeper coordination.
