However, critics argue that even if federal influence was real, the ultimate responsibility still rests with state authorities for choosing to comply rather than challenge or escalate. State prosecutors and investigators were not stripped of all authority, and they retained the ability to pursue state-level charges, convene grand juries, or publicly push back if they believed interference was inappropriate. By deferring to federal direction without forcing transparency or accountability, the state effectively ceded its role in pursuing justice. In that view, blaming federal pressure becomes an incomplete explanation—because at a certain point, the decision to stand down, rather than confront or expose the interference, became a choice that allowed the investigation to fade instead of intensify.
